Most presidents until the early 20th Century submitted the state of the union in writing, so there is that.

However, the Senate could invite Trump to give a state of the union address there, to be televised in front of the senators. The senate is not big enough to hold all of the house members, but who cares about them anyway.

The in-house audience isn’t important; the speech is the issue — to provide information. However, the MSM being the scoundrels that they are, the speech probably wouldn’t even be broadcasted.
