Marijuana use remains illegal and fully criminalized according to federal law, and [school] is subject to the Drug-Free Workplace Act of 1988 and the Drug-Free Schools and Communities Act Amendment of 1989. In addition, the [school] Drug and Alcohol Policy prohibits the unlawful manufacture, distribution, dispensation, possession, and use of controlled substances, illicit drugs, and alcohol on property governed by the [school administraion] and at any site where [school] work is performed.So how is a New Mexico state law going to get around Federal laws?
