A few years ago in Alabama, this same type thing came up for a vote. Only difference was, all the businesses with enormous parking lots were exempted and individuals had to pay based on how much of their land was “covered by an impervious surface” (yes, your house and possibly driveway) Those pushing it lived on one of our naturally shallow creeks and wanted tax dollars to pay to have the creeks dredged, so they could navigate it with their boats, hence the proposed tax. It was voted down soundly, thank goodness.
Pittsburgh exurbs...Back in the Reagan years they were Democrat. I would describe them as socially conservative.
West Virginia (sort of the same idea).
Same thing happening across the Delaware in PA.
Me thinks this a trickle-down Federal extortion mandate from the Øbama era EPA, one of those “pass this law or we cut your funds” deals.
I can easily envision an "air tax" to combat global warming.
The problem with that is the virus is spreading.
But the courts are saying that the Feds can’t cut off funds........ If it’s a Republican doing it...............
my own state hell of Washington has not income tax, yet, but its property taxes are astronomical....we may have to move from our forever home..
The SCOTUS Øbamacare decision was defined narrowly to that mandate and only that mandate.

In my city, we already have this. The local water utility CHARGES us for RAINWATER. It almost doubled our water bills.
No they don’t tax chimneys. They created Clean Air Authorities to tell the citizens when is safe to burn. The first thing they did was to fine homeowners for using their fireplaces during “Air Quality Alerts” if the homeowner can’t prove they have another source of heat. Now all wood stoves must be “certified” for use, unless again it is your only source of heat.
I just figured out how to get Democrats behind stopping abortions; start taxing people for being born.
The “why” is because of the Clean Water Act. The Dept. of Ecology here is completely out of control in Washington State. It started out as a fee/tax to be used to clean the city stormwater system. Now it’s used as cudgel to prevent any development and the stormwater design manual is approaching 1,000 pages. How they get compliance from the cities and counties is through your annual program report. Each city and county that has been issued a NPDES Phase II permit has to self report they are in compliance with the regulations. Ecology sends out auditors to fact check these reports and if your not in compliance they post the name of the county or city on their website database and the environmental justice groups are then able to sue the cities and counties.
In the next five year cycle which starts this August, cities and counties have to prepare a program to protect natural open space and wetlands from run-off from development.

I don’t get it.
If New Jersey was in a severe multi-year drought, do you think the state and the localities would suspend the operations and budgets of the “storm water utilities”, or keep everyone on salary (& pensions and benefits) with little to do?
The issue is a local “public works” job, and instead of more taxes, state and local funding should be re-prioritized as needed to respond to “storm water” conditions. There is no need for new bureaucrats or new taxes.

I thought they didn’t have a choice any more, that the home taxes were so high it was next to impossible to sell. I admit I may miss-remember.
