I think most Americans born before 1970 will recognize that gesture as simply meaning, 'all of you'.

Every culture has its non-verbal, idiomatic gestures. Like colloquial phrases, they can fall out of fashion or lose their meaning to younger generations. Remember the brouhaha over the 'ok' hand signal a couple of weeks ago?

I was shocked at how many people were confused by that.
