He works in the Vatican, thus he did not come to the Vatican illegally. He is still a citizen of I think Ghana. He has no children and is not using his position to bring all his family members to Europe. I commend the Cardinal for saying what he said.
As cardinal, he is actually a citizen of Vatican City and has a Vatican passport.
