Yes. Both Taqiyya (deceiving the Infidel) and war/terrorism (armed assault and killing of the infidel) are seen as sacramental observances of Islam for all Muslims. For devout young & fit male Muslims capable of the 2nd (war against infidels) it becomes a religious obligation.
