Tariffs are being absorbed mostly [i don’t know exact proportion] by the devaluation of the currency of the exporters [China or EU.]
That’s the main reason we don’t see uptick in prices - they have no choice but to remain competitive to sell in US market.

That would depend on which goods are hit and where they come from. Of course the goal of this is to get the EU to end their illegal subsidies to Airbus. Then no tariffs need be applied anywhere.

American consumers ultimately pay the tariffs, all tariffs.
The EU can devalue the currency thus reducing the effective price of the goods but the tariffs are payed by the American Consumer. If the sales contract is in US$ devaluation will have little effect
If the purchase cost is in devalued Euros then the price payed by the consumer may be little changed
in a way..the subsidizing countries citizens do in the form of taxes....
Think of it this way...if the US goes full socialist...YOU will pay the cost/subsidy in the form of income tax if YOU work.....The Gov’t has NO money...they get their money from “We the People”....the working people...
Your not required to buy EU products. So if you want to, help them pay the tariffs with your purchase, go for it.
Or, just maybe, the EU will scrub their tariffs against us, or reduce their prices to be more competitive.
Tariffs on foreign competitors to our products is required, every other nation does it except us, were fools!
Only people who aren’t smart enough to purchase non-European products.
The US collects the money. If you want that German car, the price is 25% higher or whatever based on the tariffs. But, for the German car manufacturer to compete with other manufactures, they usually pay the tariff. For example, if you’ll notice, the consumer price index has barely moved higher even though we have all these tariffs on China - because, China is absorbing it. Hope this helps.
