Uninformed journalists always get Kansas City misidentified as Kansas City, Kansas when the principle downtown major city of the Kansas City metropolitan area (which straddles Kansas and Missouri) is Kansas City, Missouri and it is five times the population of secondary Kansas City, Kansas.
The metropolitan area is 14 counties in both states and if anyone says “downtown” it always refers to Kansas City, Missouri unless it is a Wyandotte County Kansas functionary referring to the downtown area of that county which is old Kansas City, Kansas which was so corrupt and broken down it had to have a city/county unified government take it over to function. I had family for four generations on both sides of the state line. State Line road was within a mile of my home growing up.
As a resident of KC, KS for all of my adult life I think your statement is reasonably fair.
Since the Unified Govt. came into being thinks have gotten better. There are still too many folks at City Hall or whatever it is called now that think they have all the answers to the city problems. Several promising developments left because of the government functionaries who wanted to tell the developer how to do his job, etc.
