Clintonian parsing of words that the POS interviewer was too dumb to follow up. It was his company that got paid the $1.5 billion. So it is accurate to say "no one ever paid me $1.5 billion".

Spot on.

You could even parse it further — the payment was not one cent, it was higher. And the payment was also not 1.5 billion, it was somewhat higher or lower.
