The “exercise” limitation is not based on some calculus that those who exercise are not a risk. The reason is that if they limit the use to particular uses like exercise then there will be fewer people on the beach. They are just trying to reduce the crowding.
I'm more concerned about reclaimed water - the stuff folks (like me) use to water our lawns... Does the virus survive the partial reclamation process?
