No, he didn't say that. He said "May 1 target MAY be a 'bit' too opitimistic." It actually changes the meaning a 'bit.' :)

That may not mean much as it appears it may be a moot point as several states seem prepared to move ahead to do it anyway with or without fed approval. Guess it'll be like the old saying 'guess we'll see you in court but in the meantime it's balls to the wall'. Even if a federal judge issues a stay the states involved just needn't enforce those violating the current rules and orders currently in effect so the fed may as well get with it.
