Staten Island is a rough tough place. It’s not a grassy suburb. It’s better thought of as an outgrowth of Brooklyn.
Looks like it’s perceived as being a political issue by more people in states with larger populations and larger hot spots early on. In at least some of the middle of the country, most people don’t care either way about other people wearing masks or not. They do care about keeping business activity going, though, and lack of customer demand is the only obstacle.
