The kneeling may be called for in short duration, but once someone is down and cuffed (and other officers are there to assist) there’s no excuse for continuing to kneel.

Agreed. Some departments teach control by knee between the shouder blades and one officer on each leg. Having the suspect cuffed makes it that much easier. A tug up on cuffs in the back affects the shoulders and gets attention.
