The problem is.....they won't. And most especially, parents of THE least responsible age groups won't require it of them. That lack of responsibility has already put one of my family (breast cancer survivor) at risk.

I don’t know what to suggest to solve that aspect of the problem, other than to pass on the word that it is necessary to protect the vulnerable, as best as we can.
