Consulates dont do impending military ops. Even an embassy would be unlikely to have advance notice because they are never secure from snooping.

Naturally we assume that there was an electronic communication or instruction.

But what about a courier?

I have predicted that we will return to the use of couriers due to the destruction of secrecy by any other means.

But never mind. If you wake up in the morning you can assume it was a weenie roast.
