The way I read the above is that the dead guy was hired by the TV station as a security guard. But the dead guy was unlicensed so the TV station could be prosecuted.
If that’s not right it’s not well written.

It is the most poorly written article I have read in a long time. The shooter was hired by channel 9. The victim was attending a pro police rally which was just finishing and they were in the process of leaving when a group went to them instigating a confrontational. The victim walked up to the shooter and the shooter attempted to take his firearm which was holstered. The victim slapped the guy knocking off his hat and began to retreat. The shooter than pull out his firearm, the victim who was holding mace lifted it up,then was shot in the face.
