I love what Giuliani is saying but whoever picked the venue (a dirt lot of a landscaping company, next to a porn shop and a crematorium) should be FIRED.

I think it might be a start-slow strategy, possibly something borrowed from the Art of War. IOW it may have been deliberately intended to have a non-professional feel to it, for various reasons.
If it was just a bunch of suits in front of an office building giving a series of polished and legally accurate but boring speeches, it might turn off as many people as it excites others, and also might tip the biden camp as to more of the legal strategy.
