Isn’t the story that the machines were set up to kick out a large amount of ballots as defective and then “adjudicate” them according to a set percentage? That was the way the machines were set to adjust the votes in what I remember reading about it a couple of months ago.
Ballots can obvioiusly be deliberately altered so they are rejected. But no matter how the ballot was created and altered, it is outputted in a tray instead of being kept inside the machine. Then the workers take the ballots from that tray and transcribe what they believe the voters intent is onto a fresh ballot. The old ballot is destroyed. The fresh ballot goes into the pile to be fed into the counting machine.
The machine does not adjudicate, not to s set percentage or anything else. It simply rejects the ballot and spits it out. That's true in MI, PA and probably other states. In Philly and Detroit they blocked the windows when transcribing. They are supposed to have two parties observe each one. In Detroit it's part of the reason they got 96% Biden on the absentee ballots.
