It was a mess for sure. They have declassified some if not all of the studies. They were culturing the meningitis vaccine in horses (along with many other vaccine cultures).
If you look at meningitis and the flu the symptoms are similar. If you look up Horse Strangles the symptoms are also similar.
One vet made the observation that the soldiers getting sick (the original cloud adults) were showing signs of a Horse respiratory disease (sounds like the bat soup fairy tale in Wuhan), this captain I think it was a captain, was was not listened too because he was a vet not a people doctor. He did do a write up or made an official statement and that was captured in documents.
