The only person associated with the military mentioned in the article is “Manfred Haidinger, president of the Austrian Armed Forces Union (FGÖ).”

Referencing a union official hardly justifies the claim that the police and military are refusing to enforce the mandate.

The police union spokesman said the rules were unenforceable. They allow people to go out for work, school, the grocery store, medical care, the veterinarian, etc. So how can the police tell whether someone is on a legitimate trip?

So on the surface at least, it's not resistance in principle, but on practical grounds.
