Russia uses lncendiary weapons ( 9M22, 28 composition) in many of its shells and rockets. They also have many other napalm , incendiary type weapons.
That said, the use of WP is NOT illegal, the US used tons of it in Iraq, the international “ rule” only states it is illegal to use on civilians….
