ABC legal analyst Sunny Hostin told her co-hosts Tuesday on ABC’s “The View” that she was “ashamed” U.S. Marine veteran Daniel Penny allegedly killed Jordan Neely with a chokehold on the New York subway after Neely was screaming and acting erratically.
Co-host Joy Behar said, “My understanding is, if you go past eight seconds of the chokehold, the person is dead. Now, this marine should have known that. But maybe he made a mistake. Maybe he went too long, and this poor kid died.”

A fricking joke.
At eight seconds, you are starting to lose consciousness. Release the pressure and consciousness should return. The longer the choking hold is maintained, the greater the risk of causing permanent damage. Irreversible damage is what? Seven or eight minutes with blood flow to the brain cut off, IIRC.
I recall reading an article sometime ago that black males were particularly vulnerable to circulatory collapse from this chocking hold and that greater than normal care was needed if applying it as a restraint.
The autopsy will probably find the deceased had a number of illegal drugs in his system that contributed to his death. Won’t matter. I predict the Marine will be charged with some form of manslaughter.
