Does getting the fewest votes of any statewide Republican in Texas last year count as highly popular?

He got 4.28 million votes to Abbott's 4.44 million and won by 10%. He didn't exactly squeak by.

He won because he had an R by his name just like every Republican statewide in Texas for the last 30 years. He is not highly popular, generic Republican would have done better.
