To me he seemed to have a combination of being tired, being distracted by something and thinking about 5 other things. Not a great look but I doubt it was purposeful.
I think the point was that his wife was speaking on HIS behalf, for HIS campaign, and he couldn’t even bother to act interested or grateful. That isn’t exactly the kind of understanding that ‘makes friends and influences people’.
