Given that Europe as whole is 700 million, and the EU portion about 450 million, why should 335 million keep pouring money into the conflict which is Europe's issue, but which they will not fund in toto. 700 million (Europe) against 145 million(RF), and the false choice is the greater number will lose to the smaller.
