Since the canal is fed from the two oceans it links together, how can it dry up? I am puzzled.

The Panama canal is not fed from two oceans. The ships have to be lifted through the locks to lake Gatun, then lowered through the locks on the other side. The whole canal is powered with water stored in manmade reservoirs/lakes.

The Chinese helped the Panamanians build a third, much larger, set of locks, to handle much larger ships.

The American engineers always said they doubted the ability of the rainfall to support a third set of locks.

If it were easy to set up more lakes to power the canal, it probably would have been done by the 1990's

Thanks. That answers the question of why they didn’t use seawater to fill/drain the locks.

The question might be why the elevation change. Could not the locks control the E-W flow if the canal removed the elevated section?

No idea how much more excavation that might entail or what all. It was a ditch that had to be dug originally, why did they leave the high section?

Answer might be apparent, but the lake thing was new to me not long ago.

So, the Chinese are at it again doing engineering which probably shouldn't be done and then everyone is paying the price?

Yes,
Chinese infrastructure projects seems always design badly.
See the disasters of the Belts and Roads initiative.

There is only a limited amount of water in Chagres River to feed the canal needs. They highly increased the need for this water, but did not increased supply a zilch.

For some??? reason, they do not have enough water since they made the enlargements?!

Guess what? They blame global warming! What an easy target to blame!
Every problem on the Earth is blamed on global warming!
I am sure, my digestive problems must be caused by it too!
