I’m no lawyer and know barely anything when it comes to defense against prosecution, but I’ve never heard of someone having to pay a fine first before they are ALLOWED to appeal. And isn’t there a law against excessive fines? It just seems utterly ludicrous. What if they made the fine $900 quadrillion dollars and he must pay it before he can appeal?
As quite a few here have already stated, he does not need to post a bond to pursue the appeal. He needs to post one to stop enforcement of the judgment while he pursues appeals.
The 8th amendment to the Constitution is not a statutory law but is to protect against such excessive and individually targeted burdens laid on any American.
