Is it possible that the massacre at the Moscow concert was orchestrated by the Western intelligence agencies and that the wrecking of the Key Bridge in Baltimore was a retaliatory strike by the Russians? The head of Russian intelligence blamed the massacre on Ukraine, America, and Britain. I can't prove that either act was deliberate action of NATO vs Russia but a lot goes on that does not make it to the public. Russia, China, and the Western powers are effectively in Cold War II. Neither NATO nor the Chinese Russian Iranian alliance are going to be upfront.

Not likely, the ship involved had similar main power failures and shoddy repairs, in European port a couple of months before the Key Bridge collision.
