I remember in the 1980s, when Israel was due to pay back a large loan, it lobbied Congress, and got Congress to convert the loan into a gift.
Israel's lobby brags that Israel has never defaulted on a loan. But that doesn't mean it actually pays back the money.
I don't know if that's happened more than once. But I remember at least that one time.
