Correct. It takes more energy in to create the hydrogen, than the energy you get out of exploiting the hydrogen to power an engine. Totally wasteful, unless you're using it in a spacecraft in outer space and have abundant solar energy to power a fuel cell conversion of water to hydrogen and oxygen.
