Both could be true: someone could have approached the Kennedy campaign with the offer, but in a way that would allow the Trump campaign plausible deniability—or actual deniability, if the someone didn’t have the authority to make the offer.

Very possible. It's also possible that some Trump folks discussed the matter with RFKJr folks that wasn't necessarily an official offer, but keeping talks open about future possibilities as a way to feel each other out. And it's very possible that RFKJr just lied his butt off. Any of them are possibilities.
