It only appears so. They have disguised defense contractors by deceptively renaming their companies to appear inert and non-defense as 3rd parties but are still supplying defense. And while mechanical production may have decreased it has now been replaced with digital intelligence and all the support it needs.
The corruption has permeated everything.
