The state universities like UCLA are state property. CHP is the state police so they take the lead. The other agencies are backup to CHP. USC is a private university on private land inside LA, they don’t have to deal with mayor or governor etc so they called the LAPD to break it up right away.

actually LAPD had been stationed on perimeter for some time due to public street demonstrations, and the mayor said she had been in touch w/LAPD initially. the first we saw of CHP was this a m to my knowledge.

UCLA has a police department as well...It is not that big however...

CHP is a bigger agency...My wild guess...Governor Newsom called UCLA Chancellor Block on Wednesday...He told Chancellor Block that camps must be cleared out...He then sent CHP units to UCLA...Making CHP the lead agency in clearing out operation...

Chancellor Block could ignore Mayor Karen Bass...He will not take orders from her...However, Chancellor Block cannot ignore Governor of California...

USC has a security force...Department of Public Safety...Its officers are dressed like cops...But, they are not peace officers...USC officers do carry guns however...They also must have police academy training...

USC had to call LAPD...There is no way that USC security force could have dealt with Hamas supporters on its own...
