Milwaukee was also the lynch pin for getting Scott Walker to lose as well. Last county to provide vote tallies which meant they knew exactly how many votes they needed. Dems know where to get / fabricate the large vote numbers which is clearly in Milwaukee.

Dems spend multiple millions to get the Republican Supreme Court nomineed they wished to run against. Then they spent multiple millions more to put their super-far left candidate on the Wisconsin Supreme Court. They now control the Wisconsin Supreme Court 4-3.
Now they are making sure they can cheat sufficiently to make sure Trump does not win Wisconsin.
