The consensus seems to be Thomas Jefferson, but I cannot ascertain the source. I am a stickler for the fact that a quote taken out of context is always suspect, unless the original source can be determined.

Whenever society as a whole does one thing, it becomes a mistake. The referenced statement represents an interesting observation.
We became a nation of sheep by supporting agendas far less noble than our own good intentions and now we suffer the tyranny of those good intentions as a consequence of those agendas. Perhaps we actually do we sow the seeds of our own destruction.

The original Greek definition I learned in history class of a tyrant was a leader who came to power by making promises to his supporters. Didn't matter if he fulfulled them or not, or if he was a just ruler - he was still a tyrant. By that standard just about every politician in the country could be considered tyrannical.
