East Texas old timers say that there's a veritable lake of oil (the Caddo discovery of '32) which has been off limits for pumping through existing wells since Nixon's "energy crisis". The ppb of Texas/Louisiana oil can't be lowered due to federal regulation and therefore, it can't be sold because foreign oil is cheaper.
