Washington, Nov. 14 (Bloomberg) -- The U.S. Immigration and Naturalization Service, criticized for failing to keep terrorists out of the country, will be overhauled to improve security and efficiency, the Bush administration said.
The plan will separate the agency's enforcement and immigration responsibilities, said Attorney General John Ashcroft. One division will oversee border patrol and inspections and will be responsible for stopping violators, and the second branch will handle such matters as visitors applying for permanent residency and students and tourists seeking to extend their stay, the Justice Department said.

The NEW premise MUST be to let nobody in, unless we are very certain they are not our enemy, or potential enemy. In my opinion, for an indefinite time, this MUST EXCLUDE all Arabs, Muslims, and let the PC chips fall on deaf ears.
Maybe I can take a page from the Jesse Jackson or Johnny Cochran phrase book: "WHEN IN DOUBT, KEEP THEM OUT." That should be the motto, of the new, reformed INS.
