Reminds me of the movie "Between Time and Timbuktu" (something like that) about a perfect communist world... where ice skaters purposely made mistakes so as to not be the best... [and how] A cop watching the event with a ball and chain on his wrist to make sure he could not be the best shot gunned the skater down for daring to skate better than the others. It is a weird old movie that had some great messages.

Firstly, I like weird. I'll bet Benjamin Franklin was thought to be "weird" in his day. The ideas of the American Revolutionaries were "weird" too.

Is this a pretty common movie? Something I could find at a chain-store rental shop? Sounds pretty cool.

That might be tough. The movie came out circa 1970-72 and was something of a B movie back then. It was a great spoof on those wacky times and was offbeat all the way if my memory serves me correctly. If you can find some video joint that specializes in old movies you might find it.
