A "borough" is an administrative division of New York City, often called "The Five Boroughs" because there are five of them: Manhattan, Brooklyn, Queens, the Bronx, and Staten Island. Historically, for example, New York City originally meant simply Manhattan Island, and Brooklyn was a separate city up until 1898 (many Brooklynites identify much more strongly with their borough than New York City---or they used to in the days of the Dodgers). Borough Presidents head up boroughs, and like this guy Markowitz, often turn them into little fiefdoms of patronage and frequently corruption. It's another reflection of just how big New York is---though not as big as Texas, of course. ;-)
