There was video of the first plane hitting. It was taken from ground level. It depicted 3 men on the street and the first plane flying low was heard overhead. It showed all three men looking up at the plane overhead and then returning to their conversation. Then the camaraman panned to the low flying plane at the moment just before impact. It is some pretty unbelievable footage and got tons of air time on all the networks. I am surprised you didn't catch it. But back to the original post, I imagine if one was right in this part of the city, it could be possible to see footage of the first building after impact (and just worded it the way the author worded it) and stepping outside to actually witness the second impact. I often refer to footage that I saw that day as "when I saw the plane hit", even when not referring to actual impact footage.
