She's slowly climbing back up in the polls and has three years and a book publishing to run for the presidency.

What you say is true, if by 'fool' you mean, "one who acts unwisely on a given occasion"...and if you assume 9/11 did not change the calculus.

But it is also true that hillary clinton would not "do anything other than what she is doing" precisely because she is a fool, and by 'fool' I mean, " a mentally deficient person; an idiot"...and because 9/11 did, indeed, change the calculus.
 
In my view, 9/11 has rendered the name "clinton" radioactive. It will take awhile for all Geiger counters to register, but they will.
 
Incipient anti-clinton sentiment is already cropping up in the most unexpected places; even the media, Hollywood and intractable blacks are beginning to understand that the clintons were utter failures, that the the clintons were the proximate cause of 9/11. Given this, no one in his right mind would ever put the clintons back in the Oval Office.

In his State of the Union speech, President Bush made precisely this point, if by counterexample:

Our first priority must always be the security of our nation... I will not wait on events, while dangers gather.  I will not stand by, as peril draws closer and closer... We can't stop short.  If we stop now -- leaving terror camps intact and terror states unchecked -- our sense of security would be false and temporary...The price of indifference would be catastrophic.
