Social Security cards are not used for ID, and drivers licenses (at least in the last dozen years) do not display the SSN, but Tenn is so lax about verifying the identity of license applicants that, without some official documents which only the real person would have - such as birth certificate or SSN, it is very likely that people could get licenses in phony names.
