My estimate is there are less registered Republicans than Democrats so they have skewed the voting machines so that the GOP has to wait 15 minutes. I don't know about other precincts, but in mine, we use punch cards and the machines are available to everyone on a first-come first-served basis. There are no Republican and Democrat machines.
