A man was charged Monday with storing deadly powdered cyanide in an underground passage that is part of the city's mass transit system.
Joseph Konopka allegedly took over a Chicago Transit Authority storage room under the downtown district and stored sodium cyanide and potassium cyanide there.
University of Illinois-Chicago police arrested Konopka and a juvenile Saturday night for allegedly trespassing, according to an FBI affidavit filed in federal court. They were found in a steam tunnel under the university's education building, according to the FBI.
The FBI said Konopka was wanted on charges of fleeing to avoid prosecution in Wisconsin after failing to appear on charges in Door County alleging vandalism against utility systems.
When he was arrested, Konopka was carrying a vial containing a powder that was determined to be sodium cynanide-sodium carbonate, the FBI said.
The juvenile told FBI agents that Konopka had taken over an area within a CTA underground passageway to store chemicals, the FBI said.
Konopka was interviewed Saturday night and admitted that he had keys to various CTA substations, the FBI said. It quoted Konopka as saying he had been taking photos of various CTA underground tunnels and posting them on the Internet.

The exothermic properties of a mixture of hydrogen peroxide and sulfuric acid mixed with cyanide, could be extremely nasty/deadly.
Yup, he did that all over this region. He liked using juveniles, tell them that they wouldn't go to jail for their crimes because they were underage. He was wrong.
I'll also see if any of the local TV & newspapers have anything up on him yet.
I think, but I can't be sure, is that he & his merry band also did computer hacking.
Dr. Chaos arrested in Chicago

Nine months after Joseph Konopka skipped his Shawano County court hearing, the federal fugitive from De Pere was captured this weekend in Chicago.
Konopka, 25, who uses the online name of Dr. Chaos, was sought by the FBI in Green Bay for unlawful flight to avoid prosecution. He faces more than two dozen criminal charges in four counties: Door, Kewaunee, Shawano and Marquette.
Were obviously glad to see hes been picked up, said Sgt. Lance Catalano of the Brown County Sheriffs Department.
University of Illinois-Chicago campus police discovered Konopka and a boy around 2 a.m. Saturday in the basement of the performing arts building, according to FBI agents in Chicago. Konopka was taken into custody on trespass charges. Thats when police discovered the federal warrant from Green Bay.
He remains in custody of the Chicago FBI and awaits extradition to Wisconsin.
Its a very in-depth case, Catalano said. Theres multiple offenses. Now that the FBI has him in custody, our investigations will continue.
By eluding authorities last summer, Konopka put his family out $18,000 in bail money. An aunt, Audrey Konoka, put up $15,000. On June 17, she warned police her nephew retrieved $13,000 from his financial accounts, and that he had no intention of being captured alive.
His family tried to inform us he was possibly leaving, but unfortunately, he hasnt done a crime by just saying he is going to leave, Catalano said. Its kind of a Catch-22.
Police said Konopka is a former systems administrator for a Green Bay computer networking firm who led a group of teens on a spree causing electrical outages, vandalizing public utility equipment, breaking into radio towers and setting fires in 1999 and 2000.
Four other teens were convicted of misdemeanor charges. Most testified against Konopka in their court cases.
