I can tell you one thing for sure,it would be considered to be "risky behavior" to try to stop ME in a unmarked car while not wearing a uniform and pointing a gun at me. you better either bring body bags or a squad car with lights and uniformed officers. I sure as hell ain't stopping and surrendering to anybody else!

Given the nature of Bullet resistant soft body armor I would suggest head or upper thigh pelvic shots with hollowpoint ammunition. fracturing a femur, the pelvis or hitting any of the major arteries there can cause enough severe damage to effectively stop a person. Likewise a shot that disrupts the cerebrum, cerebellum, or the medula is going to definitely stop someone.
