Nothing personal, but your theory is puzzling and hints of wishful spin. First off, you're assuming most citizens WANT amnesty granted, and thus would be mad at Byrd for killing it. Secondly, are you saying Bush's way of keeping his word is to pretend to support something he said he opposed, even going as far as pushing through a bill, so the Dems can kill it?
