I agree, that is the only reason he is signing this. I still feel uneasy about using the Court for this type of politics, though, and it is a bit risky. I just don't like it.

re: your unease about it - I see the same thing in his statement. I wouldn't say he is joyous about this thing. He'll probably be signing with fingers crossed behind his back and a prayer that the courts will extract the bad stuff.
