I'm finishing the book
The Selling of "Free Trade": NAFTA, Washington, and the Subversion of American Democracy, by John R. MacArthur. At some point in the book, he quotes a political operative as saying that a Republican president could never have had NAFTA adopted because, in opposition, almost all Democrats in Congress would have opposed it. He doesn't make the same point about GATT, but I should think the same thing is true for it.
Point is, our ruling class had a strong reason in 1992 to want to have a Democratic president in office who would play ball with them.

I do know that I am becoming more and more disillusioned with our political process. IOWs, am beginning to seriously doubt it's credibility.
