Maryland General Assembly
1996 Regular Session bill information current as of January 23, 1997 - 15:17

HOUSE BILL 1262
Designating the Maryland National Guard as a law enforcement agency

5/14
Signed by the Governor Chapter 533

Bill affects the following Statute:
Article - 65 Militia
=============================

V, In the spring of 1996, Maryland joined the ranks of other third world governments that have to use taxpayer funds to bribe business to move into, and to stay in the state, and having the benefits of the military as a police force, when the General Ass embly thatvoted the above bill into law along with a number of "packaged" bills, {I've only been able to find two legislators who KNEW they had done this} and the Governor {Glendenning} signed this monstrosity into law on the 14th of May 1996 as shown above.

By "affecting" the "Militia" article, they defined the National Guard as "militia". The bill can be accessed HERE It would be a good idea to check legislation in ALL states for this abomination. Peace and love, George.

Related to this topic, I've searched several different ways for the Swiss General Order issued after Hitler's invasion of Poland, but am unable to find an English copy.

Is anyone familiar with this and do they know how to find it?

Among other things it literally mobilizied the entire population into a militia by means of issued armbands which met the requirement for an "identifiable" organized military under the protocols established by the Geneva Convention.

Thanks for any help.

Best regards,

CHAPTER 33. MILITIA. Chapter 33: Section 41. Use of militia; riots. Section 41. In case of a tumult, riot, mob or body of persons acting together by force to violate or resist the laws of the commonwealth, or when such tumult, riot or mob is threatened, or in case of public catastrophe or natural disaster, and the usual police provisions are inadequate to preserve order and afford protection to persons and property, and the fact appears to the commander-in-chief, to the sheriff of a county, to the mayor or city manager of a city or to the selectmen of a town, the commander-in-chief, upon his initiative or at the request of such sheriff, mayor or city manager or selectmen, may issue his order directed to the commander of any organization or unit of the armed forces of the commonwealth directing him to order his command, or any part thereof, to appear at a time and place therein specified to aid the civil authority in suppressing such violations, preserving order, affording such protection and supporting the laws.

Thanks, vannrox. WRT the above, if the organized militia can't produce sufficient forces to meet the threat, then the call goes out to the unorganized militia. And they had better show up, too, or be subject to military justice.

But when they show up, would they be trained in firearms, let alone would they have personal arms in their possession? I noted that the cities and towns of Massachusetts have a statutory duty to provide outdoor firing range facilities for small-arms practice. Gee, I don't think my town does. I can't think of any town that maintains a public firing range for citizen firearms practice. I guess we are just condemned to be a highly ineffective unorganized militia if we are ever called up in an emergency.

Of course, one could always join the local gun club. Which is what I did. Thanks again for the enlightening post. best, bb.
