Iraq demanded the international community to make the mid-east region free of mass destruction weapons, foremost the nukes, and to implement Paragraph 14 of the UN Security Council Resolution 687 on eliminating those weapons.
In a speech before the preparatory session of the 7th Conference of the countries which signed the agreement of Non-Proliferation of Nukes weapons, Director of Disarmament Department at Iraqi Foreign Ministry Wajdi Abbas stressed that this requires attach the Zionist entity with this agreement and make all its nuclear reactors open to the International Atomic Energy Agency to eliminate all its arsenal of Mass destruction weapons.
He affirmed that the US threat to use the nukes could push the world into abyss and open the door for re-spread of missiles batteries and militarize the space and could lead to an international race of armament coated with Mass destruction weapons.
Iraq's representative said the world peace couldn't be divided and peace and security are legitimate demand of all international community.
Mr. Wajdi said the savage aggression launched by the Zionist entity against the people of Palestine and its bombing of the Palestinian cities and villages constitutes a terrorism of a state, a flagrant violation of the UN Charter and the international law and a threat against international security and peace.
"This aggression clarifies the fragility of stances in the mid-east region as a result of Zionist entity's aggressive policies," he concluded.

Hmmm...could it be that SADdam's nuclear program hasn't been successful, so he now wants everyone else to give up theirs?

I'll tell you what I get out of this article. Since Iraq wants to rid the region of WMDs ESPECIALLY nukes then I am concluding that they really dont have any nuclear weapons yet. If it wasnt clear before I think it is more clear now that Iraq doesnt possess nuclear weapons. I say this because Saddam knows that we are coming to get him in the near future and he will want to use his chemical weapons if his situation gets dire enough except that he also knows that if he does use his chemical weapons on us then we will nuke the hell out of him. Now if he also had nuclear capabilities he wouldnt be as worried about this because he too could nuke our people or even Israel in response. So I conclude that I dont think Iraq would have called for something like 'eliminating WMDs from the region' unless in fact he didnt have any nukes himself.

This is a no-cost gambit by Iraq to increase pressure on Isreal by taking advantage of the current high level of anti-Isreali sentiment in the UN and in Europe. Everyone knows that Isreal has nukes, although they refuse to confirm or deny their existence. So, in an attempt to muddy future waters relating to their own WMD programs, they start jawboning about Isreal's.
Of course, they have no intention of following the rules no matter what happens, but what the heck. If they can get a snowball rolling in the UN, they might be able to cause enough pressure on Isreal to shake something loose.
They know it's a longshot, but jawbone is cheap.
